The IRRSO By-Laws

Article I: Name

Adopted in the First Meeting of the IRRSO on February 25,1998, the name of the registry is: The International Registry of Radiation Safety Officers and may be referred to as IRRSO, as so herein after designated.

Article II: History and Formation

The IRRSO was founded by Stephen Fowler and Darrell Gunderson under Fowler Associates, inc. in 1993. IRRSO registered the first six Radiation Safety Officers which formed the first Board of Directors to establish the registry with an independent Board of Directors and By-Laws herein stated. The names of the first six RSO's registered are:

Stephen Fowler:  Fowler Associates, Inc.

Darrell Gunderson:  Cryovac Division of WR Grace

Bobby Wilkins: Cryovac Division of WR Grace

Peter Bullionis: Cryovac Division of WR Grace

Daniel Miedzinski: Cryovac Division of WR Grace

Randy Wingo : Cryovac Division of  WR Grace

The first meeting of the IRRSO was on February 25, 1998. At this meeting IRRSO was formed as an independent registry with the election of Stephen Fowler as President, Bobby Wilkins as Vice President, and Janice Fowler as Secretary/Treasurer. They will serve until the next election under these By-Laws to be held before February 25, 1999.

Article III: Purpose

IRRSO is a not for profit organization, which provides a central certification and registry of Radiation Safety Offices. IRRSO's specializes in the industrial use of radiation processing; such as, but not limited to: nuclear gauging, electron beams, ion implantation and nuclear sterilizers. The purpose of this registry is to provide credibility to the profession of Radiation Safety Officers. It is further the purpose of the IRRSO to develop scientific knowledge and practical means for the protection of mankind and its environment from the harmful effects of radiation processing, thus providing for its utilization for the benefit of mankind.

Article IV: Members

The membership of the International Registry of Radiation Safety Officers is limited to those registered by and in good standing with the IRRSO. All members shall have full voting rights while listed and in good standing with the IRRSO. The Secretary/Treasurer may be a voting member or an elected administrative position at the discretion of the Board of Directors of the IRRSO.

Members of the IRRSO shall meet all the qualifications set forth by the By-Laws and shall be listed only by a vote of at least 67% of the Board of Directors.

Membership and listing in the IRRSO ceases when a member no longer meets the qualifications of the IRRSO. Any member not meeting the qualifications shall be removed from the registry list by a majority vote of the Board of Directors. Where listing and membership ceases due to non payment of dues: there may be a reinstatement to membership and listing within the calendar year in which the default occurs, upon payment of the dues in arrears plus any reinstatement fee as may be provided for in these By-Laws.

A listing of all members in good standing shall be posted on the IRRSO web site.



Article V: Officers

The Officers of the International Registry of Radiation Safety Officers are the (i) President, (ii) Vice President, (iii) Secretary/Treasurer.

The President and Vice President shall be elected by the Board of Directors of the IRRSO. The Secretary/Treasurer shall be appointed by the Board of Directors and holds the office at the pleasure of the Board of Directors without the requirements of being a member of the IRRSO.

The President shall hold office for one (1) year. The President is the principal administrative officer of the IRRSO. He presides over all meetings of the IRRSO and is Chairman of the Board of Directors. He coordinates all activities which come under the auspices of the IRRSO. A primary duty of the President is to keep abreast of developmenst in the field of radiation protection and to guide the IRRSO in the formation of constructive activities. The President is authorized to sign expenditures under the guidelines set forth by the Board of Directors.

The Vice President shall hold office for one (1) years. The Vice President assists the President in the administration of the affairs of the IRRSO in such matters as desgnated by the President or the Board of Directors. In absence of the President he assumes the duties of President. A primary duty of the Vice President is to familarize himself with the administrative responsibilities of the Presidency so as to be proficient in these matters.


The Secretary/Treasurer shall carry out the business functions of the IRRSO, as designated to him by the other officers and as authorized by the Boeard of Directors. The term of the Secretary/treasurer and the guidelines for the practical functions of the office shall be set forth by the Board of Directors at their meetings and the annual meeting of the IRRSO. A primary duty of the Secratary/Treasurer is to maintain the fincial records, payments of bills authorized by the other officers and the Board of Directors and to run the administrative functions of the headquarter offices of the IRRSO. The Secretary/Treasurer is authorized to sign expenditures under the guidelines set forth by the President and the Board of Directors.

Article VI: Board of Directors

The Board of Directors is the governing body of the International Registry of Radiation Safety Officers and as such shall excersise primary control over all funds, properties, activities, and policies of the IRRSO in accordance with the By-Laws of the IRRSO as officially ammended by the membership. It is the responsibility of the Board of Directors to vote on all new members and their qualifications. Proxy votes shall be accepted either in writing or by the IRRSO web site email response.

The Boeard of Directors shall set the dues and all other fees of the IRRSO.

There are no quorum requirements set for the Board of Directors.

The Board of Directors shall set the appropriate examination, scoring and schedules for exams for qualifications of candidates to the IRRSO.

The Board of Directors shall hold regular meetings at least twice each year and one of these meetings shall be held at the annual meetings of the IRRSO. The meetings shall be "open" format with attendence allowed for any member in good standing except for executive sessions which may be convened during the meeting by the chairman for discussions of issues governed by applicable privacy laws and conventions.

All directors except the Secretary/Treasurer shall be members in good standing with the IRRSO.

The Board of Directors shall consist of 4 elected directors plus the officers of the IRRSO. The officers of the IRRSO shall serve as Directors during their terms as officers and for two (2) years therafter. The elected directors shall be elected by the membership of the IRRSO and shall serve for a term of three years.

Vacancies on the Board of Directors which occur shall be filled by a simple majority vote of the directors present at their next meeting after the vacancy occurs. The term of directors so elected shall be until the next annual meetings of the IRRSO.



Article VII: Elections

Nominations for directors shall be taken from the list of registered members for a period of 90 days prior to the annual meetings of the IRRSO. The resulting slate of candidates shall be presented to the membership attending the annual meetings of the IRRSO. The slate shall also be posted on the IRRSO's web site for review 30 days prior to the annual meetings of the IRRSO. The elected directors on the Board of Directors shall be elected by a simple majority of the votes cast at the annual meetings of the International Registry of Radiation Safety Officers. Proxy votes will be allowed only if submitted in writing or from the web site and approved prior to the voting session during the annual meetings of the IRRSO.

The Board of Directors shall consist of 4 elected directors plus the officers of the IRRSO. The officers of the IRRSO shall serve as Directors during their terms as officers and for two (2) years therafter. The elected directors shall be elected by the membership of the IRRSO and shall serve for a term of three years.

Article VIII: Amendments to the By-Laws

Any member may submit amendments to the By-Laws. These submissions shall be recorded by the Secretary/Treasurer, posted on the IRRSO web site and presented to the Board of Directors for constructing suitable wording and review. Only those amendments deemed appropriate by the board of Directors for the benefit of the IRRSO and its members shall be submitted to the membership for vote. The submitted amendments shall be voted on at the next annual meeting of the IRRSO. Adoption of amendments to the By-Laws shall require a two-thirds vote of the voting members. It shall be the discretion of the Board of Directors to void any vote which is contrary to the spirit of the IRRSO and its membership. The voiding of any vote by the membership shall require unanimous approval of the Board of Directors.

Article IX: Meetings

Annual meetings of the IRRSO shall be held at a time and place selected by the Board of Directors. There shall be at least one general session meeting open to all members at which all business shall be conducted which requires voting by the membership as set out in the By-Laws.

Notice of the annual meetings shall be posted at least 30 days in advance on the IRRSO web site.

Sessions for technical papers and vendor displays shall be made available when deemed appropriate by the Board of Directors.

Article X: Qualifications for Registration and Listing


1. All Radiation Safety Officers shall have a two year technical degree (or equivalent) with at least two years of further formal training in a technical specialty.

2. All Radiation Safety Officers shall have a minimum of four years experience in a technical field.

3. All Radiation Safety Officers shall have a minimum of four years experience in a Radiation Safety.

4. All Radiation Safety Officers shall be at least 25 years of age.

5. All Radiation Safety Officers shall, in the opinion of the IRRSO, be suited for the responsibilities of a Radiation Safety Officer.

6. All Radiation Safety Officers shall receive at least 40 hours of approved formal training in radiation safety. This training must be achieved through courses approved by or conducted under the auspices of the IRRSO. The course content shall generally cover the following areas:

a. Radiation Physics and Radioactivity.
b. Machine Made Radiation versus Natural and Manmade Radioactivity.
c. Types of Machine Radiation.
d. Radiant Energy from Electron Beams.
e. Sources and Source Handling including source wipes and decontamination
f. Theory of Accelerator Operation.
g. Interlock Systems.
h. Practical Industrial Equipment.
i. Detection of Radiation.
j. Units of Measurement.
k. Radiation Instruments - Calibration, Response Testing, Usage.
l. Biological Effects of Radiation.
m. Maximum Allowable Exposures.
n. Personnel Monitoring and Reporting.
o. Area Monitoring.
p. Affect of Time, Distance, Shielding.
q. Shielding Theory - Design.
r. First Aid.
s. Emergency Reaction Procedures.
t. Governmental Registration or Licensing of Radiation Sources.
u. Standards for Protection against Radiation for Males, Females, and the Unborn.
v. Responsibilities of RSO's , Operators, Technicians, and the Company.
w. Governmental and Corporate Regulations and Policies.
x. Applicable Governmental and Corporate Regulations and Policies.
y. Source Receipts, Transfers and Disposals.
z. Crisis Management


7. All Radiation Safety Officers shall successfully complete a written examination given by the IRRSO or its designate. The score of on this examination for approval shall be 90% unless excepted by a majority of the votes of the Board of Directors of the IRRSO.

8. All Radiation Safety Officers, upon successful completion of the required training and examination, shall be certified and approved only by the Board of Directors of the IRRSO.

9. All Radiation Safety Officers shall maintain their expertise through periodic formal courses in Radiation Protection and Health Physics. Approved formal training may be substituted for radiation related experience. Each course or combination of courses of approved formal training in radiation related subjects may be allowed to be substituted for one year of radiation related experience not to exceed one substitution per year. Normally 40 hours of formal training shall equal one year of experience.

Article XI: Symbol

The symbol of the IRRSO shall be that of an atom with the raditaion symbol used for the nucleus and electrons as shown below. All color combinations of this symbol may be uesed. The preferred color scheme is magenta on a yellow background. All rights to this symbol are reserved to the IRRSO and to Fowler Associates, Inc who originally trademarked it.


Article XII: Pin

The symbol of the IRRSO shall be fabricated into a lapel pin or tie tack. Only members in good standing are authorized to wear this symbol of the International Registry of Radiation Safety Officers.


Article XIII: Gunderson Award

In recognition of outstanding achievement in Radiation Safety and Processing Technology the IRRSO shall issue each year an award called: The Darrell Gunderson Award. It shall be nicknamed: The Gundy. The award shall preferably be shaped as an obelisk and made preferably of black marble and inscribed with wording deemed appropriate by the Board of Directors.

This award is given in memory of Darrel Gunderson who was a co-founder of the IRRSO.

This award may be given to any person either a member of the IRRSO or the industry in general for present or past outstanding achievements in the field of Radiation Safety and Radiation Processing Technology. The members of the IRRSO may submit candidates with detailed reasons for their qualifications for the award to the Board of Directors by within 90 days prior to the annual meetings of the IRRSO. The candidates shall be listed with their qualifications and submitted to the Board of Directors. The Board of Directors shall chose the recipient of the award within 30 days of the annual meetings of the IRRSO.
